The Authority is governed by a Port Commission composed of seven commissioners who serve without pay. Each commissioner serves a staggered term of three years with appointments made to the Commission each year. Three commissioners are appointed by the Corpus Christi City Council, the governing body of the City of Corpus Christi, three commissioners are appointed by the Nueces County Commissioners Court, the governing body of Nueces County, and one is appointed by the San Patricio County Commissioners Court. The executive staff, under the leadership of the executive director, manages the operations of the Authority and assists the Commission in planning for the future. Port Commission efforts are directed toward encouraging industrial expansion, attracting new cargo, building and maintaining public terminals, setting operational policy and cooperating with the Federal Government as a local sponsor in maintaining and further improving vital navigation channels.

Carrell, President of Frost National Bank, graduated from Carroll High School and went on to receive a Bachelor of Science in Civil Engineering and Master of Engineering from Texas A&M University. He also has a Master of Business Administration from Corpus Christi State University. Carrell serves on the board of numerous community organizations including Corpus Christi Regional Economic Development Corporation (CCREDC), USS Lex, Buccaneer Commission, San Patricio Economic Development Corporation (SPEDC) & United Way. Other community involvement includes Rotary Club and CC Economic Stimulus Strategy Team.

Richard M. Borchard Vice-Chair | |

Borchard holds a Bachelor of Arts and a Masters Degree from Texas A&I University and currently is Director of Client Relations at the law firm of Lineberger, Goggan, Blair & Sampson.
Borchard served as Nueces County Commissioner from 1981-1994 and then Nueces County Judge from 1994-2002. His community involvement includes Texas Association of County Judges and Commissioners Association, South Texas County Judges and Commissioners Association, State of Texas Tobacco Settlement Permanent Trust Account, Administration Advisory Committee, Coastal Bend Council of Governments, Highway 77 & 281 Coalition for I-69, Nueces County Juvenile Board, Homeport Steering Council, State Job Training Council, Metropolitan Planning Organization, Alliance for I-69 Texas Executive Committee, Greater Corpus Christi Business Alliance, Council of Urban Counties, United Way Board of Governors and Board of Directors NorWest Bank.

Following her first career of teaching and coaching tennis, Judy Hawley served four terms in the Texas House of Representatives. During her tenure in the House, she focused her legislative agendas around issues which impacted rural Texas. She served as Vice-Chair of both the Transportation and Energy Resources Committees and authored numerous bills relating to those industries. Additionally, she served on the Agriculture and Livestock Committee and sponsored major legislation for the agricultural producers in the state. As Chair of the Rural Caucus, she carried the legislation establishing the Office of Rural Community Affairs which coordinates rural issues among the state agencies and serves as a resource for rural communities. Serving as the Vice-Chair of the House Military Caucus, Ms. Hawley carried the legislation which established both the Texas Military Preparedness Commission and the Office of Defense Affairs. Ms. Hawley represented Texas as Vice-Chair of the Southern States Energy Board and as a member of the National Energy Council.
Currently, Ms. Hawley is the Texas Business Development Director for Advanced Acoustic Concepts in Corpus Christi, Texas. She serves on numerous community boards including those of the South Texas Institute of the Arts, South Texas Public Broadcasting, Corpus Christi Regional Economic Development Corporation, Texas Maritime Museum, Regional Leaders Forum and Citizens for Educational Excellence. | | |

Gonzalez has Doctor of Jurisprudence from the University of Texas School of Law and is the Founder/Senior Partner of the Law Offices of Gonzalez & Gonzalez, LLP. His community service includes involvement in the Buccaneer Commission, the Carnival Committee and a National Recruiter, Parade Commodore. He is a member of the Corpus Christi Bar Association, the State Bar of Texas and the Texas Trial Lawyers Association

Berry has a Bachelor’s degree in civil and industrial engineering, Texas A&M University, 1978. Berry has served a previous term as a port commissioner (1999-2002). He also has been a Tuloso-Midway school board trustee and chairman of the county's hospital board. | | |

Gandy holds both a Bachelor of Arts of Mathematics and Bachelor of Laws Degree from Baylor University. He is Manager and part owner of F.I. Gandy Farms; President of Gandy-Robertson, Inc., a family real estate investment business; and managing partner of Saratoga oaks Shopping Center.
His community involvement and organizational affiliations include Member of the Vestry of Church of Good Shepherd, Kiwanis Club of Corpus Christi, Corpus Christi Marina Advisory Board, Coastal Bend Youth City, Corpus Christi Yacht Club, Crime Stoppers, American Cancer Society and Driscoll Children's Hospital. Gandy's professional affiliations include Corpus Christi Bar Association, State Bar of Texas, American Bar Association, Admissions Committee District 14, Special Prosecutor of State Bar of Texas (Lawyer Disciplinary Matters), Special Prosecutor of US District Court-Southern District of Texas (Lawyer of Disciplinary Matters), and Texas Super Lawyer (Texas Monthly Magazine 2003-2004). | | |

Robert Kostelnik Commissioner | |

Kostelnik, currently President and CEO of Cinatra Clean Technologies, Inc., has a Bachelor of Science in Mechanical Engineering from the University of Missouri-Rolla and holds certifications from numerous professional development courses including the Harvard University Executive Leadership program. He is a Registered Professional Engineer from the Missouri University of Science and Technology Academy of Mechanical and Aerospace Engineering. Kostelnik is also a member of the National Petrochemical and Refineries Association, the Association of Chemical Industry of Texas (currently the treasurer) and the Louisiana Chemical Industry Alliance.
Bob Kostelnik's involvement in the Corpus Christi community includes board positions with the United Way of the Coastal Bend, the Corpus Christi Chamber of Commerce and the Port Industries of Corpus Christi. | | |
